Community-Led Local Development in 2014-2020

A new study examines various approaches to implementing CLLD and Integrated Territorial Investments (ITI) using support from the various European Structural and Investment Funds (ESIF) in 2014-2020. It includes several case studies from across Europe, including use of multi-fund and cross-border CLLD.

Published by the Federal Institute for Research on Building, Urban Affairs and Spatial Development in Germany, the paper demonstrates the increased potential for integrated territorial approaches across Europe using CLLD and ITI.

Implementing LEADER outside the EU

LEADER/CLLD events at Expo Milano

Special NRNs’ Meeting, 24 September

A special National Rural Networks’ (NRNs’) Meeting on 24 September stressed the key role that NRNs have in supporting improved LEADER delivery. NRN attention is particularly needed on capacity building of LEADER Local Action Groups (LAGs), supporting transnational cooperation and to ensure learning is shared on how to effectively implement multi-funded LEADER/CLLD.

LEADER/CLLD conference, 25 September

A conference on Strengthening Local Development through Cooperation highlighted the potential to support more transnational cooperation (TNC) involving LAGs in the new period – including with non-EU partners. The event stressed the need for greater harmonisation between Member States’ procedures and sharing information and ideas across Europe in real time.

LEADER co-operation in Catalonia

The Catalan Ministry of Agriculture has produced an overview of co-operation projects among Catalan Local Action Groups (LAGs). 

The ten projects showcase good methodological practices in areas such as: short supply chains and local products; job creation and entrepreneurship; innovation; energy efficiency; and environmental sustainability. The publication has been made available in English to encourage the sharing of good LEADER co-operation practices across Europe.

CLLD as a Tool for Social Inclusion

The CLLD approach has the potential to contribute to the social inclusion of marginalised groups, such as Roma populations, concludes an event of the ERGO network dedicated to the topic.

The event focused on the exchange of practical experiences from Bulgaria, the Czech Republic, Hungary, Romania and Slovakia in planning calls for proposals and selecting strategies and interventions to ensure CLLD outreach to Roma. A number of EU and international guiding documents and a paper of the ERGO Network already provide practical insights into designing effective local strategies able to address Roma exclusion.

LEADER/CLLD Subgroup stresses capacity building

The first meeting of the Rural Networks’ Assembly Subgroup on LEADER/CLLD has highlighted the need for improved capacity building, peer exchange, dissemination of good practices, and improved guidelines for LEADER/CLLD stakeholders.

Held on 21 April in Brussels, the Subgroup brings together 96 representatives of Managing Authorities, National Rural Networks, Local Action Groups (LAGs) and European organisations.

The main objectives of the Subgroup are to monitor and analyse the implementation of the LEADER measure, foster transnational co-operation, identify common issues and good practices and stimulate peer learning and capacity building of LEADER/CLLD actors.

New guidance on LEADER co-operation projects

DG AGRI has recently produced a new guide on EAFRD-supported transnational and inter-territorial co-operation projects between Local Action Groups (LAGs).

Co-operation between LAGs, whether on national or transnational level, is a way to widen local views, bring new knowledge to the area and boost the innovative character of local development.

Lithuanian LEADER event stresses community development

A Lithuanian event celebrating 10 years’ of LEADER has highlighted the importance of community development as a key driver of rural development.

The event was an opportunity to reflect on the successes and learning of the past 10 years of LEADER with an eye to the future. Participants reflected on the fact that a majority of projects have focused on infrastructure elements and exchanged views on the need to build on and strengthen work to put community development at the heart of rural development in the new period.

The event saw a celebratory awards dinner at which prizes were given to the best LAG and the best LEADER projects of the past 10 years in Lithuania in categories including community development, youth projects and entrepreneurship.

How to develop your local development strategy

The Swedish Managing Authority has developed a useful guide for the preparation of CLLD strategies in the new programming period. 

It provides a template into which LAGs can input their own text to set out and define elements of their local development strategy, including vision, action areas, collaboration between funds, and communication plans.

The template was created in Swedish but is also now available in English.

Future of LEADER is hot topic across Europe

The start of the 2014-20 programming period has been marked by several events at European, national and regional levels discussing the challenges and priorities for the LEADER approach.

Many national or regional LEADER events have already taken place, including in Asturias (Spain); Prague (Czech Republic), and the General Assembly of LEADER France.

A Public Hearing of the European Economic and Social Committee on Community Led Local Development (CLLD) on 29 September 2014 looked at the issues of “partnership, transparency, effectiveness and anti-corruption.” The EESC presented its opinion on CLLD which highlighted that “The LEADER approach has its viability over the past twenty years” and that the new CLLD approach “can have a real added value in the efforts to promote economic and social cohesion”. 

In the calendar of events, you will also see an international conference marking 10 years of LEADER in Lithuania, a LEADER seminar in Dinan, France, as well as a regional LEADER event in Andalusia.
